■ The Secret Mechanism: "Cost-Plus" Pricing Most people believe that companies want to reduce costs to make a profit. But in the regulated world of electricity, the exact opposite is true. They operate on a bizarre system called "Cost-Plus Regulation" (or Rate of Return Regulation).

Here is how the magic trick works: A utility company's guaranteed profit is calculated as a fixed percentage of their total capital investment. In simple terms: The more money they spend on building power plants and infrastructure, the more profit they are legally allowed to collect from your electricity bills. ■ Why They Love Inefficiency Now, think about wind and solar power. They are unstable. When the wind stops blowing or the sun goes down, the lights will go out. To prevent this, utility companies must keep old, inefficient fossil fuel plants running in the background as "backups."

This means they have to build and maintain two separate energy systems. It is incredibly expensive and inefficient. But remember the "Cost-Plus" rule! For utility companies and their bureaucratic friends, "expensive and inefficient" is not a problem. It is a feature. It is a gold mine.



■ The Green Illusion They don't build wind turbines to save the polar bears. They build them because it justifies massive new infrastructure spending, which mathematically guarantees larger profits for themselves and more lucrative post-retirement jobs (Amakudari) for the bureaucrats.

The "Eco-Inquisition" silences the scientists, the media spreads the panic, and you pay the bill. It is a beautiful, flawless system of legal robbery.

The next time you see a giant wind turbine, don't see a monument to a green future. See it for what it truly is: a giant, spinning cash register, powered by your taxes.
