Episode 13: The "MHLW Legion" — Imperial Governors Looting the Citizens to Feed the Bureaucratic Machine

In the final days of the Roman Empire, the most dangerous enemies weren't the barbarians at the gates—they were the Provincial Governors inside. These officials treated their provinces not as land to protect, but as private estates to be looted.
Today, we audit the modern equivalent in Japan: The Ministry of Health, Labour and Welfare (MHLW). To the bureaucrats inside, this ministry is not part of the Japanese state. It is their own private "Provincia" (Province), and the Japanese people are merely the subjects to be taxed.
■ The "Minus $1 Million" Guest: Why Invite Fiscal Disaster? According to a study from the University of Amsterdam, immigrants from certain regions can represent a net fiscal burden of over €600,000 (nearly $1 million USD) per person over their lifetime.
The "Governors" at the MHLW know these numbers. Yet, they continue to expand policies for immigration and family reunification. Why would an official intentionally invite a "customer" who costs the state a fortune?
The answer is "Institutional Greed" (Provincial Interest).
Expanding the Treasury: As the native Japanese population shrinks, the MHLW’s budget (Special Accounts) would normally shrink too. By injecting a massive number of foreign residents and their elderly relatives, they keep the "number of insured" artificially high. More "customers" means more budget to control. In the halls of power, the size of your budget is the size of your sword.
Creating New "Colonies" (Amakudari): Every new immigration policy requires new oversight committees, management foundations, and support corporations. These are the "Sanctuaries" where retired officials go to sit in golden chairs with high salaries. They aren't saving the country; they are building more nests for themselves.
■ "Don't Feed the Caught Fish" Theory To a corrupt Governor, the native citizens are "caught fish." You are already in the net. No matter how high they raise your pension premiums or long-term care insurance, they know you won't flee the country.
They take the "bait" (your hard-earned pension funds) and throw it to the "outside fish" (immigrant families) to lure them into the system. Why? Because bringing in "outside fish" creates the need for more bureaucracy, more spending, and more power for the MHLW Legion.
■ The Human Rights "Exemption Certificate" We cannot blame the foreigners. They are making a rational, clever economic choice to use a generous system.
The real villains are the Bureaucratic Legions who use "Humanitarianism" as a fake "Exemption Certificate" to sell out the nation's future. They hide behind the shield of Law while distributing the wealth squeezed from Japanese citizens to foreign nationals, taking a "cut" to enrich their own institutional interests.
How long will we allow these "Modern-Day Governors" to ruin the Treasury while they paint a face of "compassion" on their tyranny?
Stay vigilant. The empire is being hollowed out from the inside.
